TENDERING/PROCUREMENT FOR $USD500M ELECTRIC VEHICLE ROLLOUT

CLIENT CHALLENGE
Our client, a large established multi-disciplinary organisation in the Middle East, had created an entirely new entity to support the expected demand anticipated to flow from new government targets for low emission vehicles in the region. This organisation had experience supplying single vehicles to various customers in the region and had identified the first large scale opportunity in the country for the procurement, acquisition and rollout of a electric vehicles. This tender represented a USD$500M value and required the the sale, supply and maintenance of electric fleet vehicles over 5 years. While the client had previous experience supporting fleets of 50 vehicles, there was a clear opportunity in this developing field of electrified mass transport. The client required extensive subject matter expertise and practical support to manage bid processes and develop tender responses in an area where they currently had no internal capabilities.
SCRIPTUS SOLUTION
Scriptus worked closely with the client’s executive team to help them identify the ‘go/no-go’ point on upcoming opportunities; which including building business cases complete with financials, allowing the executive to have a good basis for qualitative and quantitative decision making. We developed a comprehensive, 300 page, tender response for the client that required extensive coordination of input from vendors, suppliers and internal stakeholders, and were involved in all the setup and definitions of the bid. We were responsible for compiling the responses, finalising the completed documentation through to final submission. Scriptus’ engagement on this particular procurement project also included post-closure involvement in negotiations and clarifications with the purchaser.
RESULTS
Scriptus’ involvement in this $UDS500M milestone project saw our client shortlisted, and resulted in extensive in situ testing of the electric vehicles proposed to deliver the services. Many challenges were identified, including those specific to the region, and this project is on-going.
